Definition of a Government Record
The New Jersey Public Access to Government Records Law provides expanded access to citizens of the state of New Jersey to certain documents. The law defines government records broadly, but then provides numerous exemptions set forth in the Government Records Law. In addition to the exemptions specifically set forth in this law, access is subject to the exemptions provided in any other applicable federal or state statute, regulations, order, or rule.

Electronic Files and Email
Electronic files and electronic mail messages made or received in connection with the university's official business are considered government records under the law, unless they are covered by a specific exemption. Email entirely unrelated to university business is exempt from this law.
